Even though it's been five months since 67-year-old Willis Willis of Grand Prairie, Texas, won $1 million in the Texas Lottery, he has yet to receive a single dime. Now, attorneys for Mr. Willis say the lottery needs to do the right thing: pay Mr. Willis his winnings.

Mr. Willis purchased the winning Mega Millions lottery ticket from a Lucky Mart convenience store in Grand Prairie on May 29, 2009. A longtime lottery player, Mr. Willis returned to the same store days later to confirm whether the numbers he selected were winners.

Willis handed his ticket to the clerk in the store, a lottery agent, to check it in the lottery machine to see if it was a winner. Investigators now say that the store clerk, 25-year-old Pankaj Joshi, stole the ticket and told Mr. Willis that he was not a winner. Mr. Joshi then traveled to Austin where he was somehow able to redeem the ticket without raising suspicions of Texas Lottery Commission officials. He has been indicted by a Travis County grand jury and is now believed to be in hiding in his homeland of Nepal.

"Millions of people just like Mr. Willis play the Texas Lottery with the assumption that the system has a foundation of integrity," says attorney Randy Howry of HowryBreen, LLP in Austin, who, along with attorney Sean Breen represents Mr. Willis. "It's time for the lottery to accept responsibility and restore everyone's faith."

Mr. Willis' attorneys have sent a letter to the Texas Lottery Commission and will meet with the commission's general counsel next week.

"We think the lottery should want to pay Mr. Willis his money without him having to take further action," Mr. Breen says. "He played the game fair and square and he won. If nothing else, integrity, responsibility and fair play say he should receive his million dollars. Certainly, if the Texas Lottery wants people to have confidence and continue playing, he should be paid."

Crystals, the retail and entertainment district at CityCenter, has achieved LEED®+ Gold Core & Shell certification from the U.S. Green Building Council (USGBC), making it the world's largest retail district to receive this level of recognition. Opening in December, CityCenter was created with a vision to introduce a new level of environmental consciousness to the world-famous Strip and has emerged as a leader in sustainable urban development.

Crystals' achievement marks the fourth LEED Gold certification for CityCenter; previous recipients included 1. ARIA Resort's hotel tower, 2. ARIA's convention center and theater, and 3. Vdara Hotel & Spa. CityCenter is poised to achieve a combination of LEED Gold and Silver ratings throughout its remaining hotels, residences, dining and public spaces.

Under the LEED for Core & Shell rating system, USGBC evaluated the entire district with the exception of the tenants' interior spaces. This enables tenants to capitalize on green strategies implemented throughout Crystals, including energy and water efficiencies, enhanced indoor air quality, sustainable building materials and an abundance of natural light.

  • Annually, Crystals will save an estimated 1.8 million gallons of water within the building through efficient water fixtures. This equates to a savings of nearly 38 percent over existing building codes

During a luncheon today in New York City, Marina Bay Sands(TM) and Chef Daniel Boulud announced that the multiple award-winner will be one of six world renowned chefs featured at the much-anticipated integrated resort complex when it launches in Singapore next year.

Steve Wynn and Garth Brooks announced today that Brooks will perform in the Encore Theater at Wynn Las Vegas for a series of special engagements. Concerts begin December 11, 2009.

Tickets go on sale Saturday, October 24, 2009 at 8 a.m. sharp PT (9 a.m. MT, 10 a.m. CT and 11 a.m. ET).

Tickets are $125 plus a $5 service charge and a $13 tax to equal a total of $143.

  • All ticket sales are final and are non-refundable and non-transferable.
  • Tickets must be picked up no later than one-hour prior to show time or will be subject to cancellation with no refund.

  • The age limit for concerts is five years or older; anyone under 16 years must be accompanied by an adult.
